In search of waterproof covers for pallets

Looking for reusable waterproof covers like the one in the photo (except that one has air holes in the top, which doesn't work with the waterproofing) - to cover our fiber bulk totes on pallets while they are shipping to our warehouse on boats. They must be 100% waterproof and not tear easily. The cardboard fibertotes are 48x40x36, so the covers would need to be a bit wider to accommodate a thermal cover underneath. Please let me know if you have something or can point me in the right direction. Much appreciated.
